It would be nice if you can share with us the information about device  (including the OS) and browser in which you are experiencing the issue. It is a quite strange issue, as you can reset it, then reappear after some hihou, without any clear reason

I agree with you @BishowvijayaP that this issue is very similar to the one that you can have with slow connection, when the page do not load completely, but it is not. It seems like something wrong on the cache, that block the loading of the page. It happens on phone and desktop, mostly with chrome

@ErmesT You were almost right. I have cleaned my cache but it didn't work. So then I cleaned the cookies. And it works.
