What if Google gives large businesses mandate to periodically update their pictures on the map. They are supposed to be happy when asked to do so.
Either they become local guides themselves or Google provides them with one. They are answerable to Google or they stand a chance of having all their images removed among other things that can happen if they fail to comply.
The only problem here is that their pictures might become fake or artificial if they do it themselves. However, this is necessary so that it will be compared with what people are posting. Also, the big businesses will be able to use a more presentable camera to capture their image.
