@NarenChandra, that certificate is passing all 5 AdWords certified exams (Search, Display, Mobile, Shopping, Video (YouTube ads) + Fundamentals) by a certain date. Google Partners gives these out in the US and Canada I believe. But I believe they going to start the Specialist Challenge in other countries soon.
