How to Add or Amend Mobile Number of a Verified Business Listing in India ?

Is there a Way, or a agency which can do that ( previously there was a agency using Aadhar Card and Bank Verification Number etc, where is the link to them ?

You should reach out to the verified owners. They can make the edits easily and they will be approved right away. 

No tools are available to Local guides to overrule the automatic system. 

If the owners are unreachable you could try the Maps support forum.

Hit the Community tap at the top and make a post. You need to attach or relevant documentation.

One more thing. I remember several reports from India on issues stemming from Google Maps not accepting mobile phone numbers. This could be your problem. In most other regions mobile phones can be added with no problems in the normal telephone field under a pin.

As you are talking about a VERIFIED business listing, you should address your question to the Google Business Profile Help Community 

Business owner can add more than a phone number, and they have rules and procedures different from the one for the local Guides.

Connect is a place to get to know other Local Guides, plan activities, share your stories, give feedback and more.

As you are also an SVTP, I think you know already how to engage a business about that
