While editing places, some places have a language that is not there and there is no way to add a second language, but in some places there are two languages, why?

@Rezgar when you seeing places in english and local language together that means anyone add that place in english and google translated that into local language and whenever you see a place in only local language that means someone added that place in the local language not in english but only in local language
