Not Applied Place Creation

Hi,
I add any place to google maps. Why Not Applied But Why??I still was there and try to adding maps. but showing not applyid. but why it ?

I have this exact issue - one particular place will not accept being created. I have tried from a phone, & a PC - always not applied. I'm supplying *every* detail about the place - name, address, phone, website, category, opening hours.
