Make "Add Review" and "Add Photo" in App available for Iranian users

As we discussed a lot before, in Iran, we can not use direct way in Google Maps application to rate or review places or add photos to them.

For example this is one old thread in this case: Contributing problem for Iranians

And this caused less reviews on places in Iran rather than similar places in other parts of the world.

It also caused many unwanted (or even wanted!) spams because using indirect way by users that I've discussed here: Unavailability of reviewing in Iran cause to spams

We can add reviews and photos by browser but all problems are about app both on android and iOS.

Because adding reviews and photos for places on the map aren't against US restrictions, I think it would be good if Googlers troubleshot this issue to find the reason and solve it and make it possible for Iranian users to rate, review and add photos also by Google Maps App.

We all appreciate the efforts in this case.
