@TorM sure, it exists here too. If you have a look in my signature you will find the Nürnberg LocalGuides Community that I am moderating. There are or were communities in the most larger German Towns.

But G+ communities were the way how Google startet in the LocalGuides program before Connect exists. Now they are concentrating on Connect and discontinued the support for G+ Groups. This is the reason why most of them are closed or not active.

I know, Connect is more globally and doesn't support local activities well. But Google is improving Connect more and more and I hope that it is possible to use it for local network too in the future.
