Is that some kind of festival? How long does it take? Or are people just casually wearing these traditional costumes and dancing in the city?

Thank you for sharing your photo with us.
We also have a traditional dance called "horo". People take each others hands and move in a circle but a curving line is also acceptable. The steps are extremely diverse. There are traditional clothes too.
You can see it on weddings or at some national day celebrations where a lot of people gather around, have drinks and a lot of fun.
