Well, in my opinion taking photo while driving is not only dangerous, and must be avoided, but is also a very bad way to contribute in Google Maps. This is why I didn’t understood your question at first. What do you want to add to Maps? Photos of roads, with car and people walking, and some building on the background?
What kind of improvement can we give to Google Maps in such way?
If someone is usually contributing in that way, I think you should report them, and the photos removed, because being Local Guides we do not contribute for points, we get points for contributing with useful contents

Have you tried to browse the different folders in your photo gallery or in your phone’s memory? Sometimes, when you transfer photos to your phone, they appear in a different folder than your usual photo gallery.
Please also try to log out and in your Local Guides account and make sure that your Google Maps app is up-to-date.
Also, you don’t need to transfer photos to your phone to upload to Google Maps. Simply connect your camera to your desktop computer, laptop or tablet, and upload straight to Google Maps from your profile.
It is not mandatory to upload the photo right after you took it, you can go home and upload it then. As written in the article: “You may share photos you’ve gathered over the years, but make sure that they’re still relevant to the location and correctly reflect how it looks like today.”
To your second question, unfortunately I couldn’t understand what tips or suggestion do you need, can you be more specific please?

During having a click or a snap shot, what if another person is present in the photo and we were busy focusing the background. Is the issue counted if the Person in the photo reports as the privacy concern or as Inappropriate…!??
If there is a person on your photo and he/she decide’s to report the photo for privacy reasons, he/she has the right to do so.

Which makes me really think about what to upload to Google Maps and what to keep for myself as a nice souvenir. For example, I was in Vienna Austria a month ago. And of course I visited all the places tourists visit and of course I took pictures.
On the maps I saw the palaces I visited. There were thousands of pictures in each palace so I didn’t think it was necessary to upload mine either.
On the other hand, I saw that there are not many reviews about the place, directions, discounts and prices, accessibility. That’s why I preferred to write and not attach pictures.
In Vienna, I took pictures of the strange building of Underwasser. At the hotel I checked the picture and saw that there were a couple of lovers kissing there. In my opinion a beautiful picture but not for Google maps. I’m right? Even when I take pictures outside, I prefer to take pictures of people from a distance or back. What is Google Maps policy really about photos I upload to Google Maps? Where is the limit of people’s privacy What is allowed to advertise? And what is not allowed?

“Be a good neighbor and don’t publish photos or videos in which people are identifiable without their permission. This is particularly important in sensitive locations, where people may object to publishing their image.”
“To be relevant, photos or videos must be taken by users at the location in question. Stock imagery, or photos or videos taken by other parties, are not relevant and may be removed. If the primary subject of the content is irrelevant to the location, it may be removed.”
As I mentioned in one of my other comments here, I wouldn’t suggest you to upload photos on which there are other people.
@MoniV I read the guidelines, rules, and policies from time to time and follow them strictly. I also write reviews which are relevant and helpful to the Google Maps user. This is why I have 156 likes(and you know how hard it is to get those likes). Although, I suspect that this is an under estimated impact report since my reviews and photos have been clandestinely disappearing.
