That’s an interesting query. Before independence, India wasn’t one single sovereign nation but a collection of hundreds of princely states.
Although British rule was there, these states had some internal freedom.
When the British left, a choice was there to these states to remain independent or join sovereign India.
Sardar Patel carried out the mammoth task to convince all these big and small independent rulers to merge with the big nation, in return for a privy purse. All obliged except for two!
Now, that task of unification is symbolised in the statue of unity.
