Though there are many reasons, the main points can be:
- Are you sure that your photos are exactly as per Google Maps Policy? Currently they are extremely strict.
- Otherwise, this problem is known to Google Maps and they’ll sort it out…it may take some time…
- There are many other possibilities which are beyond the scope of this brief response…
