Found a tool that does the job, takes a folder of 360 images with embedded GPS data,
converts to MP4 video and GPX file that can be uploaded to streetviewstudio to create a blue line.

I am the developer of the UL2GSV suite of tools. The JPG2VID tool converts a sequence of geotagged 360° spherical JPG files to a video file and a GPX file that can be uploaded to Google Streetview. While it is intended to create videos that can be uploaded with the VID2GSV tool, the videos can also be uploaded with Street View Studio. VID2GSV also provides the ability to change the start time of the video for better synchronization with the gps data in the GPX file, if necessary. It also displays and saves the sequnce number assigned by Google to the upload. The sequence number can be used to check the status of the upload and determine the cause if a processing error occurs. UL2GSV also includes tools to created the GPX files for many different cameras, including the Insta360 Pro and Pro2, Insta360 ONE Series, GoPro Fusion and MAX, Labpano Pilot Era and One EE, and Ricoh Theta X. exiftoolを使えばGPMFから1HzのGPSデータを抽出できますが、書き戻しは出来ません。
18HzのGPSデータの取り出し及び書き戻しも出来ません。
Q-3) THETA-Vで撮影した5.4K 5fpsのVideoファイルに書かれているCAMMメタストリームデータにGPS情報を追加するツールは有りますか？
モーションデータ付きVideoファイルの場合と、Videoファイル+GPXファイルでは処理結果が違います。
より良い結果が得られるモーションデータ付きVideoファイルをStreet View Studioでアップロードしたいと考えています。
ただ、モーションデータを付けても写真の配置にはGPSの位置情報が主に使われるので、GPSの精度が悪い場所ではモーションデータと齟齬が生じ、VR上の移動が不自然になります。モーションデータが無いと処理が失敗する確率が上がり、天頂補正が悪化するのでモーションデータは必要だと考えています。当面、GPSの数値を精度が悪い部分だけ修正できればVR体験を改善できるので、そのような方法を探しています。
これらについてどうお考えですか？
Q-1) Is it possible to create CAMM metastream data from insv files?
Yes. My INSV2GPX tool extracts the GPS data from INSV files to a GPX file. This enables videos from Insta360 ONE Series cameras to be uploaded to Street View using my VID2GSV tool.
Q-2) Are there any tools available for editing GPMF GPS data?
Yes. My GPRO2GPX tool extracts the GPS data from GoPro files to a GPX file. This enables videos from GoPro Fusion and MAX cameras to be uploaded to Street View using my VID2GSV tool.
Q-3) Is there a tool to add GPS information to the CAMM metastream data written in the 5.4K 5fps video file shot with THETA-V?
No. Such a tool is not needed. Videos shot with the Theta V can be uploaded with my VID2GSV tool.
The processing results are different for Video files with motion data and for Video files + GPX files.
I would like to upload a video file with motion data that gives better results in Street View Studio.
However, even if motion data is attached, GPS location information is mainly used to place photos, so in places where GPS accuracy is poor, there will be discrepancies with motion data, resulting in unnatural movement in VR. If there is no motion data, the probability of processing failure increases and the zenith correction deteriorates, so I think that motion data is necessary. For the time being, I’m looking for ways to improve the VR experience by correcting only the inaccurate GPS numbers.
I assume by “motion data” you mean IMU data. Videos from Street View Ready cameras such as the Insta360 Pro and Pro2, Labpano Pilot ERA and ONE and Ricoh Theta V include GPS and IMU data and can be uploaded with my GSV2GSV tool.

If you want to upload a video taken with a camera like Pilot ONE or just add a GPX file to the video and upload it, Street View Studio can do it. No need to use other tools.
Street View Studio can not always do it and sometimes it is easier to do it in other tools. For example, if a user uploads a video taken with a camera like Pilot ONE and it fails Google processing, Street View Studio does not provide enough information to determine the cause of the error so the user can correct it. My VID2GSV tool records the sequence ID and the CHECK tool can be used to display detailed error information. Also, if the user needs to edit a video taken with a camera line Pilot ONE, the CAMM track is discarded. Using my CAMM2GPX tool the GPS data can be saved to a GPX file and uploaded with the edited video using my VID2GSV tool. Also, if the user wants to upload a video and GPX using Street View Studio, the start time of the video must be recorded a specific way in the video file metadata or it will fail Google processing. Many cameras do not record it the way Street View Studio expects. The user must change the metadata for the upload to succeed processing. With my VID2GSV tool, its easy for the user to specify the start time in the file name of the video.

Yes, it’s technically possible, but the IMU data is not really needed. For Insta360 ONE series and GoPro Fusion/MAX, the vendor software can be used to stabilize the video. Then the video can be uploaded with the GPX file created using my INSV2GPX and GPRO2GPX tools. I don’t know if software is available to stabilize videos from the Theta V.
I ask again.

No and it’s not needed. Please see my explanation above.
By the way, THETA V does not create CAMM metadata stream for 4K Video. Also, since there is no built-in GPS, the video of THETA V does not include GPS information. Isn’t it supposed to do something else to upload a video file shot with THETA V?
A GPX file can be recorded using a GPS logger device or a GPS logger app running on a smartphone.

私が撮影しているのが市街地ではなく登山道/ハイキングコースなのが考え方の違いを生んでいるのかもしれません。
私の経験では、Videoファイル+GPXファイルに比べ、GoPro FusionのGPMF(GPS+IMU)付きのVideoファイルの方が処理が成功する確率が上がります。また、天頂補正もより良く処理されます。
今の所、Videoファイル+GPXファイルの成功率が20%～30%なのに対して、GPMF(GPS+IMU)付きのVideoファイルの場合は、Googleの処理が100%成功しています。
あなたがIMU情報の価値を認めていない事が非常に残念です。insvファイルからGPS+IMUを作成する事は必要です。
"THETA V"について書いたのは、あなたが返信に"THETA V"と書いていたからです。

Videoファイルの開始時間は1秒単位で修正できます。
しかし、高速で移動して撮影した場合は、1秒未満で調整する必要がありす。
例)
5km/h => 1.4m/sec. (歩き)
20km/h => 5.6m/sec.(自転車)
60km/h => 16.7m/sec.(自動車)
歩いて撮影する事が多いので気になりませんでしたが、作成された青線上のペグマンの位置と表示されている景色が少しずれているのに気づきました。
Start times with subsecond precision may be supported for uploading video + gpx files in the next release of my software.
However, I think it’s not necessary to specify start times with subsecond precision. A slight misalignment usually doesn’t matter to users of blue lines. The misalignment might also be caused by inaccurate gps data.

Hoping studio is going to resolve issues and challenges for 360 videos.
What will happens to previous uploaded photos with profile? I see only processed videos, not photosphere pictures.
