There is no pattern, and there’s no fairness in who gets rewards. It is just a marketing gimmick.
You can learn more about perks by reading: Questions about Local Guides rewards. Also Why be a local guide? is worth a read.
And finally, make sure Rewards is selected in your email settings found here. And update the location to show your current location.

Thank you, my husband recently was awarded a Google Maps metal enamel pin. I started posting photos and reviews of every place I’ve been to this past month, but no such luck. Still haven’t received an email awarding me with the same pin. I’ve been wanting one so bad but my husband said the only thing he did was post a bunch of photos of one particular place we had gone camping at. It all just doesn’t make sense. Please someone help me figure this issue out in case this post I’m commenting on right now doesn’t answer this question of mine. Thank you for your time and thank you for this post!
I hope that’s not the case, I would feel very let down
