He's farting out pictures like a goat.
You can follow his trail of spamming.
Funny that google say they will remove your pictures here from his account, when they posting them on google maps themselves and don't remove them.
If they are posted as public, they are not private.

A team of specialists will then check if it violates any of our policies (https://goo.gl/dsVNTC & https://goo.gl/G87xzJ) and will take appropriate action. The content review sometimes takes time as the team is careful to only remove content that violates policy.
Please note that we'll never be able to share the specialists' decision as we respect everyone's privacy.

There is no way to report a user, only one picture at the time, and if you report around 10 images, you have to start solving questions with a picture puzzles. This is the end of reporting from my side, as it will take days to solve this puzzle for 100000 pictures. And how is it privat information if it's shared public on google maps?

We do appreciate your support, feedback and help. We do not encourage Local Guides to share private information (including URLs) publicly on Connect in order to protect yours and other users' privacy and safety.

this is should be easy from my point of view,
just click on the tab where the description of the photo is, then report its not related.
later they will ask for your email and check you are not a robot. and that

Yes its very irritating and can cause a serious misleading to lots of people who depends on google. I know i have 😅
Spamming and spammer is unavoidable malice in a very very open application like googles. Thats why god create us, the good guys, to fought in an endless battle in this war of information 😅

At this time anyone can only report the images with reason, can't remove the images directly. Only those images can be removed that are uploaded by the business owner who is verified by google.
Any business owner or a verified google guide can't remove images those are uploaded by others or coming from any external link.
Here google must have to look in this matter seriously.
