Spamming in place creation

This person offering financial benefit for adding place.
I think its a spamming. whether i don't know about the place and I never been their, how could i try to add that place?

Also we do our voluntary work here. We should not take any benefits for this work from any person other than Google.

This person sending me private massage.

Thanks for reporting this issue @AbsRasel it would be best to not mention the person's name or post the private messages publicly. I've requested a Googler reach out to you for more information.
