Ability to Flag Edits as malicious or suspicious

Today I came across a slew of salon "closures" in a town in my state. (Images are attached) After the first fifteen or so that were DEFINITELY still open, it became clear that a competing salon had marked every other competitor in the area as closed. I wish I had the ability to flag edits as malicious or suspicious, so that users who bulk-edit information for personal gain can have their accounts penalized. I would see this enacted as temporary suspension from the ability to make edits .

I would stress as well that this is 'flagging', the way you remove bias is you have several other's review the flag and note attached (there should always be a comment) if you hit enough people that agree, someone with a higher level can take action. This can work in reverse in that any user just flagging things as maliculious (say, an owner just because they dislike a bad review) every thing you flag that gets overridden, should be a tick against you. If Google makes sure the folks reviewing as diverse enough, you cancel out any bias. In my case, a third party movie listing website was trying to steal hits by replacing a businesses link on a listing with their own. It's easy enough to prove to anyone that the business does, indeed have it's on site. I get that not all cases are as simple, but that's why this works as a filter, letting each level that does not want to touch an issue push it up the chain. The whole point of Local Guides is for Google to leverage the good will of the users to help it make it's data better, I think this is one area that they really struggle on (IMHO, SPAM is on of the things that lead to the fall of Google+) This is a simple example of that.
