main Connect Live 2019 event can only accept 200 participants out of millions of local guides

Many countries, mine included, haven't had a local event for years. Many of my local guides have come and dropped out, and newer ones came onto the programme, but they have had no to little exposure, news and sharing. They don't see anything happening and it is boring.
Lack of concrete/physical/usable perks for most countries
Googlers are very busy people, and do not have time to travel to all the countries and have events in every country
Google doesn't have a big budget to have big event in all cities
Local Guides Connect is difficult to use and understand
Proposed solution
Let's send our esteemed Connect Moderators to other countries to
hold a mini event
share their experience / tips / explain how to use Connect
Aim to cover 50 to 100 additional countries or cities or communities per year.
Resolve problem of low number of events
Resolve problem of limited manpower
It'll be a low cost gathering / dinner sharing / round table for a few local guides.
Cost: dinner for 10-12 people at a fun restaurant or eatery, flight and accommodation for one Connect Moderator.

It is a good idea to be implemented by Google similar to one you have conducted Live2019 in Lagos @cbos-NYC. This was well appreciated by almost all active LGs by giving maximum "Kudos".
1. This will boost the morale of LGs of other countries who were disappointed for not qualifying for Live 2019 at SanJose.
2. With a minimum budget a maximum LGs of that area who are active can be identified and given due recognition.
Great idea @JulienH the way it looks now is like Google value some countries more than the other. I understand the creteria for selecting those who will be attending the main event but it does not look fair to those countries who never had anything to do with Connect events but they are always active on Connect and also on Google Map.
Just a small recognition can make a big difference to someone and others. It is defficult to encourage others to join you if you, your self can not show others how Good it is to be here as a local guide, why they must join you? that is what we have to answer to new local guides everyday.
Yes indeed. I just want to share the goodness around to everyone. There can only be limited resources and manpower so we should try to make good use of all our good members. Even a small little mini event can be very delightful and inspiring to many people.
I myself feel so bad to ask others to apply and put in the effort, but nothing to show for it.

I like your idea of having mini pop-up events with sole intention to educate and reach out to small group of people based in a city.
I also liked the fact that how you want to keep it cost-effective and informative the same.time, which I believe is the right mood to focus on a small, but passionate audience.
