I would suggest starting with your local Post Office @BunnyAyush to file a report if they don't have that ability online.

@BunnyAyush I was able to find this web form http://ccc.cept.gov.in/complaintregistration.aspx I'm not sure I would be willing to use it as it is not a secure form and asks for private information.

I also found this form which gives you information on who to lodge complaints to https://www.indiapost.gov.in/VAS/Pages/CustomerSupport/Guidelines-on-Complaints.aspx

You can also check the envelope to see the address or contact of the postal agency or visit the nearest post office.
