Hai @Nikki_s Click the place where you want to ask question on Google  map(android),You can see an option named Questions and Answers and a coloum below it to type the question

 When you open the Place Card, you will find the Question and Answer section.  Just type in your question into the input box will do.

 

Currently, this feature in available in Android Maps and Google Search.
