The only way you are able to see and answer/ask questions is on the Google Maps app on your smart phone. If I am not mistaken, you must've been to the location, or have reviewed it in order for it to prompt you to answer questions. You are looking for a banner on the bottom that says "Know this place?" If you do, click yes, and it will prompt you to answer the questions people in your community want to know. If there were questions that were asked that cannot be answered with a yes or no, it will be under the "Questions and Answers" section, then under "See Questions." You are not able to see the questions at all on a desktop computer.

You can now answer questions about any location, even if it's not listed as somewhere you've visited. When you search a specific location on PC, the place box will include a message "Know this place? Answer quick questions". It's directly under the edit option.
