New Road /place adding issue

I'm a man from low education level. Since child hood I can draw any one as per description and another is passionate in photography. Being a Government approved personal I know far better about so many places of India, cause I can make the counter insurgency maps for government agencies like Army & Cops. There are lot of differences between USA and India. I don't know why Google Map Maker authority denied to adding new place as per my suggestion.
