G'Day @Mihimostafa giving out T-Shirts is unusual. Generally it happens at Google sponsored events or for doing something particularly good for Local Guides. The most recent ones were to thank the Supported Community Moderators for their efforts when that program was shut down. Those are the red ones you see quite a few people wearing in their selfies.
So how do you get one? Look out for a Google sponsored event, or apply for the 2018 Summit when it is announced.
Keep an eye out for other Google events too - Google Cloud Platform (GCP) do Onboarding events in many major cities around the world and they usually include a T-Shirt or drink bottle or some other cool swag for their attendees.
