@VBenedict For the Summit in 2016 and 2017, only level 5 and above (based on the old leveling system) were eligible to apply. If you haven't reached level 5, the button to apply won't appear and you wouldn't be able to apply.

Please keep in mind that the details for this year's Summit (if there's any) haven't been released, so it might be different from previous years' requirements.
