Google Map Should Have Spam Filter Like "Google Panda" Google Penguin" ?

I'm a Google Map Lover..  so as we all are! But I just need to understand how Google Map Algorithm is treating such spam account.. Example.

This user is "Level 6" Local Guide..

 

If we see his review, we notice just a single * rating and a "Good" review... is this authentic? Will this anyway help a user you is looking for a review for any business or store? Do he really deserve a "Level 6" Badge..

As a digital marketer, I know Google has some spam filter for website  like "Google Penguin" Google Panada" and many more... I think Google Map do really need such spam filter to improve user trust and to teach lesson to such people who try to earn "Level" and "Badges" just for show-Off.

Response and review by all Community members are appreciated !

@ankitmishra If you've found a specific Local Guide with activity you think violates Google Maps' policies (Reviews, Photos and Videos) or the Local Guides program rules, let us know here in Connect (but don't share that person's information publicly) and we'll reach out to you via private message with instructions on how to share that information with the Local Guides team (I just did, check your inbox!) to share with the specialists for review. We appreciate Local Guides' help to make Google Maps better for everyone!
