Why i can't edit or fix the Road on Google Maps?

Dear Local guides
I was concerned if there is any way or tool to edit or fix the Road in IRAQ , I know it’s not just IRAQ not allowed many other countries have the same issue.
if anybody has an idea please share it with us.
