But a few months ago, someone Changed the name of this restaurant to Al Razzak Restaurant instead of রফিক
It is very hard to change someone’s business name. So if the business is related with any of your relative or family member then ask him to contact to Google Business Profile support team and submit all the supported documents.

according to the listing, it is already claimed by the owner. In that case it makes perfectly sense to me that only the owner can change the name.

This is a classic issue, and most of the time it’s caused by the business itself.
In fact the name in Bengali is correct, but adding the correct name in English may be quite difficult, for at least two reasons:
Actually the English Field has a Bengali text
In the English field the actual name is Totally different from the right one. An edit is easily accepted if there is a minor change in the name, but when the name is completely changed the edit is normally rejected, even if the edit you add in in fact the correct translation of the name in Bengali.
I was able to fix a lot of names also in claimed businesses, @WilfriedB , @IgbinedionDan , so it’s not really true that “only the business” can edit a claimed place.
