I am asking you to create a specific post for every question. This post is about a review that seems to be disappeared.
As you can see the photos have the indication “View place” and this is a quite rare case, that happen when:
A place have just been created in Maps (edit approved)
A merging edit is in transition
As the place have a lot of reviews, this exclude the first case (the place is not new). During the merge a lot of data are moved from a Listing to another, and this is taken in a step by step sequence of actions that can take days.
Regarding the missing reviews, that are not the subject of this post, this may happen because the reviews are made provate due to a violation of the rules, of due to the ongoing issue described here: Known issue: Unpublished reviews and photos on Google Maps
I forwarded the information to the responsible team. However, please have in mind that this issue is stil under investigation and as there are many Local Guides affected it may take some time. Thank you for your understanding and cooperation on this matter.

Regarding the subject of this post (maps is asking you to write a review for a place where you already wrote one) I suggest you to wait for a few days. I had a similar experience a few months ago, due to a merge between two places. I waited a week, to see then my review again.
Regarding your second question, about not visible reviews, I’ve shared with you the content of the “official” post in Google maps help, with the procedure to edit a review for making the review visible again

Не очень радует такая статистика.
Иногда новый отзыв сразу становится скрытым. Иногда новый отзыв публикуется, а через 1-5 дней становится скрытым. Из 8 скрытых отзывов два являются первыми для места. Ранее я писала, что добавила 4 отзыва и они все опубликованы. Через некоторое время, один из них стал скрытым…
Нельзя быть уверенным, что все отзывы будут опубликованы. Это расстраивает.
i have uploaded a negative review of a business owner that permanently damaged my head with her bad tattoo work backed up by photos and the whole story, all according to the rules. As I understand, she flagged it as inappropriate and my review instantly got deleted from her account. Is this how it works now? We are unable to make any negative review?
