実存している場所なのにストリートビューでも確認できるのに、写真やクチコミを載せられない多摩川に纏わる怪現象。

If you open the places on Google Maps and hit the Share button, you can copy the Maps links.
A Maps link can look something like this:

This will enable me to open the places where you are not able to add photos and reviews. Maybe this will enable me to explain to you what the problem is.

The first pin (Tamagawara Bridge) is not a normal place of interest but a geographic feature that only Google staff can edit. You correctly noticed that adding reviews and photos is not available. It can seem very strange since there are 11 photos posted added to the bridge. Besides please notice that the link “Add a missing place” is available. This is a hit that the place is not a normal place of interest - just as the lack of Add photos and reviews are.
You may find the following post from my Easing Frustrations series interesting and helpful:
Such places can be leftovers from early times or they can have been added on purpose by Google. I tend to think it is a leftover incomplete pin. What you can do is seek help in the Maps support forum.
Hit the Community tab at the top and make a post. Explain that you think adding photos and reviews should be enabled. And also, kindly specify what category you think is most appropriate for the pin.
The second Maps link you shared is different. It looks to me to be just a dropped pin.
You mentioned that it is a Treatment Plant Drainage Gate. As far as I remember this is not a valid category on Google Maps. The list of categories is used to communicate what places can be added to the Map and which can not. Maps users (including Local Guides) can not add photos to dropped pins and we can not add places that are not on the category list. The third Maps link you shared (Tama Bridge) is a case parallel to the first Maps link you shared.
Let me know if you want to pursue this any further, and I will try to assist you if I can. But please understand that it is outside what I have any control over, and you will need to seek help in the Maps Support forum to have changes made to 1st and 3rd place.

上記の様に調布市を追加して検索してみてください。
こちらで表示されるページからは写真が追加出来ると思います。
住所が「東京都」だけとなっている「多摩川原橋」には写真の追加が出来ません。

@MortenCopenhagen さんがカテゴリについて書かれていますが、「堰」を使うと登録可能かも知れません。「北多摩一号水門」はカテゴリ「堰」で登録されています。

上記のサイト中のマップで色々と検索してみてください。PlaceIDが27文字の場所には写真の追加が可能です。写真の追加が出来ないのは見捨てられた場所や怪現象では無く、別の種類のPlaceIDの場所です。
