Eligibility Criteria for Selection in ConnectLive:

1. Make a great contribution to the Google Maps and Connect forums.
2. Organize meetups in your city.
3. Please remember that Google will look at quality contributions rather than quantity for selection.

According to the official post, the criteria are a bit different

What are the selection criteria?

While there is no one thing you can do to guarantee an invitation to ConnectLIVE or other Local Guides events, here are some things that we do look for:

• Consistently share high quality information on Maps
• Share your discoveries, tips and tricks and celebrate the Local Guides community on Connect
• Participate in Connect challenges, community groups and initiatives
• Build your local community through offline activities

Meet-ups are not mentioned, and in all the event where I’ve been invited most of the attendees never hosted a meet-up
