I’ve recently tried to take a photo of the sun and I used a small aperture to get the effect of a starburst. Another way to achieve this, is to take a picture of the sun when it is partially seen, just like in your photograph.
I had to try the tips from this article Photo Tips - How to shoot StarBurst (Sun-Star)? - TravellerG by @TravellerG . I have to mention they were extremely useful. If you are interested, read his post.

You know one more IMPORTANT thing ? - You know that the SHUTTER is made up of N number of Blades (5… or 8, 9 etc) … Is it not? The number of ‘BURST RAYS’ of A ‘Sunburst’ will be, DOUBLE the number of blades, if the number of Blades are ODD number & it will be the same number of bursts, if the is number blades are even. Ie. Shutter with 8 Blades will give 8 RAYS and shutter with 9 Blades will give 18 Bursts - hope this information will be useful…

@MoniDi you just have to remember when your at the right spot and time !that is when to take a shot
@TravellerG was passing through a neighborhood and spotted it got it with my cell phone but it’s still my artistic eye view that got it

I remember your question about the ‘Creamy Sky’ also; I just don’t believe in giving the theoretical explanation without practical examples - that takes time; of course, I will remember about night sky & moon, too - God willingly, we will.

Now that I have a DSLR camera, I will experiment with the settings, location, light, etc. and try to do my best to take a great photo! Perhaps I will get the chance to share it here in a post.
