Having been a local guide Level 9 based in UAE, never received any rewards for being a guide. Can anyone guide me if there is any procedure to get it.

There is as such no set criteria or rule for Local Guides to become eligible for any reward. Time to time Google may send mailer to LG on a random basis for such reward basis their contributions as LG.
Keep on contributing quality contents you may get such reward when it is open for your country but that is not guaranteed.
