Yes, reviews in Google Maps appear by default prioritizing the most relevant, as you can see from the screenshot here below.
The relevance is detected by the AI by finding keywords (e.g. for a restaurant: name of dishes) so including them could help your reviews to become more relevant. A list of keywords for the place shared in my example are visible in the top of my screenshot.
