I think this business is claimed by someone and only s/he can make these changes.
Actually, I also wanted to know this why this is happening. If any one give solution, please mention me that I’ll be able to see the solution.

my opinion is that the owners of the bussiness can use their google my bussiness profile and then edit the location

This place does show the Suggest an edit option to me. Maybe there is some blocking at play to protect places from spam in your area.

There are two Hotel Seetal within the region. One is navigable+claimed and the other one mentioned by you is not navigable and not claimed. However, a pin is there with price indication.
Declaring the ghost place as non-existent would be inappropriate.
The best option would be suggesting the management to claim the POI and then manage the data through Google My Business.

You can try a way if you know the exact location of that.
then follow the way-
**>>visit place on Google maps
Then open place and go to ’suggest edit’
Then choose ‘Remove this place’
Then choose reason for removal=‘moved to a new location’
And submit it.
You can try this way,I hope it will work.
