as of my knowledge, all users, not only local guides, can submit a road edit. The request is verified by Google and can be accepted or rejected. This can happen within a day or take up to 90 days. The bad news is, many of our requests are either rejected or pending for a long time. According comments here on Connect, rejection happen more likely for the first edits we submit ![]()

It depends of what you mean.
In Maps there are edits that are permitted, and others that can be submitted only by different subjects (e.g. public authorities), as you can read in Google Maps explained: The Onion Theory - What we can / can’t edit in Google Maps
If you are working on a public office, you can create partnerships with Google Maps to provide their updated cartography through the Maps Content Partners program.
This would me much more helpful than what you are actually doing with photos and reviews, that are a serious violation of the policies, especially regarding the use of photos and images that are frequently screenshots or photos taken from the web. That kind of contributions is in fact only increasing the confusion, and will not help to improve Google Maps.
E.g. Local Guides cannot add stations. There is a specific program for that, as you can read in the article shared above. Adding then as Transportation service will not help the users who want to use them, because without any timetable the place will be completely useless if you want to organise a journey in Google Maps
