This indeed something very strange, especially if you haven’t send any messages. I see from your screen you are trying this on the mobile, have you checked if you have the same also on the Desktop version? Maybe it is a temporary glitch of the mobile version. Something good to test is also to close the dialog and trying to open Connect in the Chrome app (or the browser app you use on your mobile) and retry the procedure to see if that appears there as well.
And you might want also to check if you have private messaging disabled in your settings.
If all of this doesn’t bring any luck then the best would be to tag a Google Moderator to escalate. I’m anyway tagging @AngieYC since your post is in Local Stories board and she can move it to the appropriate HowTo board, a better title would also help other people which might be searching for your same problem.
Your attention was drawn to this problem, I really expected you, thank you from the heart. According to your advice, tried on the desk top too, but the problem remained the same. Private message setup is same as you have suggested. Looking forward to have your continuous support.

Thank you for reaching out. Can you please force a log-out on your devices by clicking on the Sign out button in the UI, clear browser cookies/cache, and Log back in.
When you have a question, you can start a new post or search if there is something similar to what you are asking already on Connect. I moved it to how-tos and changed the title to a more descriptive one, in this case, other Local Guides who have the same question as you can find the answer easier.
@rizbab28 @InaS @LuigiZ Not sure if thi is related, but I have seen this message a number of times in the past when:
This turned out to be due to the built-in limitation that you can’t send more than 1 private message per minute. So: waiting 1 minute and then hitting ‘send’ again did not trigger the message again.
I really appreciate your cordial support, but this is the recurring issue even without sending a message, error displayed. Anyway I am absolutely grateful to @InaS whose guidance could help.

@rizbab28 and @InaS I see this is a 2020 thread, but I’m now experiencing the same thing in July 2023. The post here by @JanVanHaver seems to more closely match my issue and final resolution. Glad I was able to find this thread with a search. Thanks all.
