Bom dia!! porque em alguns lugares, a maioria cidades não se permite adicionar fotos, e são limitadas e algumas fotos são muito ruins. exemplo uma pequena cidade do interior, Monte alegre RN.

it is normal to not have the possibility of adding photos of cities, even if in some case Google Maps aggregate photos and show you some photo on the city itself.
This explain why you can see photos even if the “add photos” button is missing
