I am getting a prompt to write reviews on mobile gmap for nearby places including residential apartments which I visited. Please clarify me, can I submit a review for the above prompts for residential apartments?

As a Local Guide, @PrasadVR , I believe you can follow these prompts without getting trouble.
Another question is wether private homes are entitled to a pin on Google Maps. They are not.
An apartment complex can be a business, but there needs to be on site staff with signed opening hours where staff will service the general public and not just the people living in the apartment complex/block/building. In my experience most apartment complexes do not qualify for a pin on Google Maps.
So if you want to be the best possible Local Guide your assignment will be to investigate if such an office exist, is staffed, have opening hours and if they are more than just a janitor office. If not confirmed you should rather suggest the pin removed rather than adding a review.
