Why i can’t any received any kind of perks or gift? Even business verify letter are not coming! My account settings are all ok. Can you anyone who to do?

As I understand, perks are discretionary & further may not be available for some regions.
You have confirmed that the accounts settings are correct. Still, I suggest, verify those once again at https://maps.google.com/localguides/home/settings and ensure that you have ticked off the right boxes.
Additionally, check the trash folder in your Gmail account. The email announcing perks might have landed there if you have not set maps.google.com as a safe sender.
Besides, consistent contributors to maps week after weeks stand a better chance of getting an offer for perks. Trust you are in that class.

I have stated in my answer that perks may not be available in some regions.
Further, there may be some more criteria for selection of the recipients.
Quality contributions may be one in that.
By the way, if you examine your profile in detail, you will find that out of 313 reviews only 163 are public.
And further out of 1834 photos only 1745 are public.
The AI may be evaluating each profile for such parameters including the same or similar photos and thus curtailing the chances for the offers. A high amount of flagged reviews and photos is certainly not a healthy sign.
