I’m a frequent Google Maps user, and I’m passionate about reviewing all the places I have been to that are accurately flagged by Google - so that my fellow countrymen and international visitors get the most helpful information without having to first visit a place, Shops, supermarkets, Service Stations - all the places i happen to drive to or stop at are not spared the review especially if the service is exceptional, or just downright nasty :). As someone who has been using Google Maps for navigation for a long time - I aspire to reach the guide level where I can suggest edits to road / street names - as coming from a country with its own local language (Zimbabwe = Shona) - some of the street names are incorrectly spelt which may lead to frustration .

You should be able to edit place names at any level.
Even at level 2 or 3 I was able to add places and edit information. Google just needs a bit of time to evaluate the contribution.
