All our reviews are checked by an automated filter, not only for obeying the rules, but also to prevent SPAM and false information. If photos or videos are attached to a review, the contents of that media is verified too. If only one photos is rejected, the entire review will not be published.

I think I know what may be happening. I CAN post reviews in USA for exemple, but I live in SPAIN, and I tried to post reviews in European countries and I CAN’T post here!! I can even post in Morocco, but not in any of the EUROPEAN countries, what is going on???
Your unpublished comments could be the ones you write while traveling abroad using a 4G connection.
For example, when you travel to Belgium or Germany, I am talking about the reviews you would write about restaurants, cafes and hotels during your trip.
You could travel from one European country to another and write reviews stopping at many places along the way, it would be the same thing.
Have you tried posting comments using your home Wi-Fi while in Spain?

For posts made inside the EU, we have the advantage, that they are marked when rejected. For reviews and media made in other countries, they will be hidden without any notification.

This is not correct @Murat. If a review or media is marked under My Contributions as “Not published” it was uploaded correctly, but rejected by the SPAM filter.
If you notice, the local guide here mentioned that he has problems commenting in other European countries, not in his own country.
Legal standards vary by country/region. Content that violates a certain law in one country/region may be legal in others.
I remember a local guide who had a similar problem reported in the Google Maps Community that reviews written in Spain using his home Wi-Fi connection were published, but reviews written on the road using his 4G connection were not.
He reported that when he bought a Swiss SIM card from Switzerland, which is not a member of the European Union, all of his reviews in Switzerland were published without any problems.
The real problem with the local guide’s comments here may be related to an IP address issue on the SIM card he uses when traveling abroad.
Buying a new SIM card in each country you travel to could be a solution, but I don’t think many people will use a local SIM card when traveling, and I don’t think Google will impose a blanket ban in such cases.
In any case, I don’t know enough about these things to be 100% sure, and it’s unlikely that Google would disclose this information.
