Can someone help me? I posted a review but it did not show? Does the owner have to accept it? Can she/he deny it?

The AI does scrutinise a review. Nevertheless, the owner has no say in that.
However, it’s surprising that you posted a review three minutes back and then expect to become that public instantly. My experience is it takes three to four days for a review to become visible. Nevertheless, the one posted by you is published already.

During this period of Covid-19, some contributions maybe delayed according to Google Maps. But feel free and give it a little time, your review will appear soon.

If your review does not violate the MAP USERS CONTRIBUTION CONTENT POLICY,
Such as "Deliberately fake content, copied or stolen photos, off-topic reviews, defamatory language, personal attacks, and unnecessary or incorrect content are all in violation of our policy".
If that is not violated, it may appear publicly in couple of hour or might take a couple of days. If you still face issue after days, you must send an email to the google support center.
