As you can see, there is no inappropriate content in the comment. I have been experiencing this situation for about two years. Someone working within your organization is not doing their job properly.

The name of the business I will add the link to here is ACS Energy. My detailed review of this business has been removed multiple times. Each time I edited the comment and republished it.
My latest review of this company was not published. Of the 91 reviews about the company, 62 were comments without any comments. Many of these reviews are 5-star reviews made in a short time. As you can see, there are many 5-star reviews about the business. This is a violation of review policies.
You are turning a blind eye to this situation and preventing people from doing their jobs properly.
These are guides that would make more sense if you allowed accounts that are not at a certain level to only share photos instead of comments and stars. Likewise, you can add fake 5-star reviews by purchasing services from certain platforms for money. When this happens, it has no meaning. For this reason, it is a formation that Google must intervene to prevent manipulation. At least you can verify with location history.
There are 62 5-star reviews about ACS Energy. These comments were made in bulk after I commented on them. There aren’t even any comments in the comments. People who gave 5 stars in a short time have only one comment. That comment was made only to that business. A situation that clearly does not reflect reality. This is a violation of Google policies.

There are people in Turkey who give reviews as local guides in exchange for money. You can see this in the comments on the site that I will add here. Local guides are clearly in violation of Google policies. A member named orhansengun wrote that she would comment if she was paid as a level 6 local guide. A member named Wertomy wrote that she was a level 7 local guide and gave comments for money. User Lareda wrote that she was looking for a local guide who would review her hotel in exchange for a fee. The member named Tatarstan wrote that she is a level 7 local guide and gives comments in exchange for money. The member named vefali wrote that he and his wife commented for a fee using a level 6 and 7 local guide account. The member named alperozturk94 wrote that she comments in return for a fee with her 11 thousand point 7 level local guide account. Many local guides in Turkey violate Google policies. Likewise, business owners are violating Google policies.
