Have you ever thought of using an ND filter to make your exposure longer to capture movement of those clouds? It would work great here.

This picture was during a hiking summit ; 8th day , damn weather , foggy , slippery & while climbing down 14,000ft snowy valley , raining , very minimum power and less gadgets …clouds movement was very less at that time ; but I just enjoyed this view for couple of minutes before click n feel like made me much lite
