My friend’s local guide account has been suspended since 1 month ago. He sent a message to google local guide’s twitter and after two weeks received an email containing instructions to reactivate the account. He tried many times to sign up for the program but never succeeded and each time faced this error: “this webpage was reloaded because a problem occurred.”

According to your post, and to the email content shared by you, your friend has been reinstated, so the only difficult now for him is to joing Local Guides again.
I have already tagged a Google Moderator for you, it is not necessary to write on Twitter again. Probably he just need a few days for the database to refresh the data
@roham please ask your friend to reply to the above mentioned email with screenshots and details of his issue. Then the team will be able to troubleshoot.
