Hello,
I was browsing through some of the photos in my local town. I noticed a user had millions of views and I started looking through his photos. I soon noticed that some if not many were just pictures he had taken off the internet. I was going to report it, but I did not want to if that is legal/acceptable. If found that he has gotten them from the internet by saving the image, and doing an image search, and finding the site that it is on. While it is possible that he took the original picture for the site, I also found some that seemed to be generated images across multiple locations. I don’t want to be petty, but I do want to understand the rules and the closest I could see is maybe that it is a ‘stolen image’. Here are some of the links:

According to this article (Maps User Contributed Content Policy ), “…contributions must be based on real experiences and information. Deliberately fake content, copied or stolen photos, off-topic reviews, defamatory language, personal attacks, and unnecessary or incorrect content are all in violation of our policy. If you see this behavior, please report it.”
So it’s not okay to post pictures from internet to locations eventhough it was accurate. You could flag/report that picture.

Since @iorikun301 gave you accurate and valid information, I will mark his comment as a solution. We do this for a better visibility, in case someone else has a similar doubt. Have in mind as well that you can report entire profiles if you believe they are violating our policies, or you can also choose to report only the photos if you click on the three dots and choose ‘‘report a problem’’.
