I’ve posted my review and ensured that it doesn’t violate any of Google’s policies but the business that scammed me still has 5 stars and my review only shows up when I’m logged into my account. I’m starting to think that the business is somehow getting all non five star reviews removed.

Most probably the review was caught by the filter, it mostly depend of the words you used. Even if negative a review should not used as a personal revenge on the business listing, and if what you say is true (scam) you should report it to the police, instead of writing a review.
Looks like you have 7 hidden (private) reviews. As a first step you can try the steps mentioned in Flag and fix inappropriate content "If a review you wrote has been flagged and removed, you can fix it yourself. Edit your review to follow Google review policies — for example, you might remove a phone number or URL from the review. Your review will be automatically republished.
Google uses automated spam detection measures to remove reviews that are probably spam. Although legitimate reviews are sometimes inappropriately removed, these spam prevention measures help improve people’s experiences on Google by ensuring that the reviews they see are authentic, relevant, and useful."
So please try to edit your reviews to make them public again.
If after cleaning up what is against the rules your reviews still be hidden, please fill in this form for Google to check your account, and release what is not against the rules

I’ve edited my review a few times and it still doesn’t show up, so I filled out the form for Google to check my account.
How do I find out which of my reviews are “private”? I don’t remember ever giving any private reviews.
Hi @Xyponx , thanks for the feedback. A review can be made “private” by the filter, if the AI think the review is not appropriate, as explained above in my previous reply.
To check how many private reviews you need to compare your private profile (the one you see when logged in Google Maps) with your public profile, e.g.using the device where you are not logged in.
The easier way is to open this link to your profile in incognito mode on a web browser, possibly on desktop (but it works on mobile too if you choose “open in a new window”)

It took a while, but it worked. For all of my “private” reviews at that, now it shows the same number of reviews whether I’m logged in or not.
