basic the number of view depends of several factors
The position of the photo on a business listing. Again, this depends of various factors, like quality, date of the photo, content of the photo, number of photos on a listing. More photos there are in a listing, less possibility your photo have to be seen, if it is not on the first 10 photos. High quality photos have the priority, but the subject is important too (like the entrance of the business, or an high quality photo of the product.
The number of visitors. Your photo is seen on Google Maps, so of course a business listing with a lot of visitors will generate more views of a small business on a small village. Sometimes I am very happy to have 100 views on a small business, because I know that I am helping the small business to grow up.
Presence on GMB of the business. A business on GMB will probably add his own photos, and also they have the possibility to suggest to the algorithm the cover photo. If your photo is great, they may suggest yours. On a local business some of my photo was the “cover photo” for a whole year. Not always the same photo, depending of the season they were rotating the photos, but always a photo made by me. This of course generate a lot of view
