As you wrote several reviews already I believe you already know the mechanics of that.
But now you should focus on your contents, in sharing the your experience about the places. Google Maps help page has an article for you:

It will help also to avoid having a lot of reviews blocked, as it’s happening right now

Hey @anon53600968 Welcome to Local Guide community. I see that you already have posted a lot of reviews and that’s a positive start. I would also like to share a few tips for posting reviews which will help you further :

  • Reviews should be descriptive. Please make sure to add detailed reviews which can include your experience of the place, any specific points to note for those coming for the first time, how expensive the place is etc. one more important feature can be to include Accessibility feature of a place like wheelchair accessible entrance, wheelchair accessible parking, wheelchair accessible washrooms etc.
  • Be authentic. Please ensure you write a review based on your own perspective and avoid using AI tools or others opinions available on the internet
  • Include photos and videos to make your review more detailed
  • Avoiding things like exaggeration, commercial promotion and sharing personal information

But you guys are explaining about writing a perfect review, Does writing perfect reviews help becoming a reviewer?

Is there any forms or application that I need fill?
Is there a minimum level for this?

There are no forms nor any other requirement. As long as you have a GMail account, you can start reviewing.

The levels will be achieved once you start reviewing, adding photos etc. You can view the details of points earned in this link.

And certainly, the journey of learning to be a good reviewer helps you in getting better and better in this.

Oh, I see, @anon53600968 , do you means a person that reviews the Map in your area?
This type of qualification does not exist. The edits made by the Local Guides are verified by a system that is partly automated (AI) and partly made up of Google operators specifically trained for this purpose. In the past these functions were done through a program, Maps Maker, which was withdrawn several years ago
