I took this picture of Bellevue, WA in hopes to upload it like I would any photo I take of a particular place. I’ve noticed cities don’t have the “upload photo” option like other POI. Is there any way to do this I’m not aware of? An old post from 2017 said it wasn’t possible. This makes me wonder where the pictures for the city come from, unless they are gathered around from all local POIs?

You are right. This is the way how it works as I believed:
Your images will appear as profile pictures of a city/state/prefecture/country once it reach a X number of viewed or it become the highest viewed picture of the area.
So you can just upload your images for a specific place and it will “become the face of the city” once it reach the conditions. For example, your image you just uploaded here, you should upload it to any buildings appear in the image (to help others have a big vision of the place) and it will become city image after a time (maybe)
Tips: 360° images will be easier becoming the image in the city profile gallery

@Nghia-Vo thanks for your help with this. I did upload the photo to a couple of the Microsoft buildings and will continue to add photos to the surrounding area to boost my total photos in the area. It does make sense the 360 will become a new standard in city viewing, as you can see a lot more of the city in one photo.
